I. Comments on the Industry in 2018
1. Major Policies
On September 7, 2018, the legislative plan of the 13th Standing Committee of the National People's Congress was promulgated. The Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution, which came into effect on March 1, 1997, will be submitted for consideration during the term of office of the current National People's Congress. In order to coordinate with institutional reform and other laws and regulations, the 13th Standing Committee of the National People's Congress on December 29, 2018. Seven meetings promptly amended the Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution.
On January 1, 2018, the Environmental Protection Tax Law of the People's Republic of China and the Implementation Regulations of the Environmental Protection Tax Law of the People's Republic of China came into force. According to the law, industrial noise is included in the environmental protection tax as a taxable pollutant. Although currently the taxable pollutants in noise pollution only include industrial noise and the tax amount is low, it has ended the history that enterprises only have input and no output in noise and vibration control economy, and has great significance for the development of noise and vibration control industry in China.
In 2018, the Ministry of Ecology and Environment issued the Report on the Prevention and Control of Environmental Noise Pollution in China, which summarized and described the acoustic environment and environmental noise complaints in China in 2017. It is mentioned in the report that environmental protection departments at all levels have carried out three monitoring tasks for the sound environment quality of functional areas, daytime area and daytime road traffic in cities at prefecture level and above. A total of 79 669 points have been monitored. The monitoring results show that the total number of daytime and nighttime monitoring points has reached 92.0% and 74.0% respectively. The average equivalent sound level of daytime sound environment quality is 53.9 dB (A). The average equivalent sound level of road traffic noise in daytime is 67.1 dB (A). Environmental protection departments at all levels in China have received 550,000 complaints about environmental noise (42.9% of the total environmental complaints), with a settlement rate of 99.7%. Among them, industrial noise complaints accounted for 10.0%, construction noise complaints accounted for 46.2%, social life noise complaints accounted for 39.7%, traffic noise complaints accounted for 4.2%.
2. Industry Development
According to preliminary statistics, the total output value of noise and vibration control industry in China in 2018 is about 13.3 billion yuan, which has decreased compared with the previous year. The output value of various pollution prevention and control is shown in Table 1.

In 2018, there are about 11,000 enterprises with noise and vibration control in the business scope of enterprises nationwide, of which nearly 1800 enterprises with noise and vibration control are registered in the business scope of enterprises established in 2018; the total number of enterprises engaged in noise and vibration control related industries and engineering technical services is about 700, with about 6,000 professional and technical personnel. More than 30 enterprises have been engaged in noise and vibration control related industries with annual output value of over 100 million yuan, and 110 enterprises with main business income of over 20 million yuan have been established.
Noise and vibration control industry is still dominated by traditional noise reduction products. The prominent problems are less investment in scientific research, less core intellectual property rights and serious homogeneity. However, with the intensification of environmental supervision, the industry attaches increasing importance to technological innovation and intellectual property rights. For example, in 2018, the owners of array silencer technology property rights expanded the scope of technology use through patent authorization. Lead the industry to improve the level of intellectual property protection.
3. Key Technologies
In January 2018, the National Catalogue of Advanced Pollution Prevention and Control Technologies (Field of Environmental Noise and Vibration Control) (2017) was officially released. Six advanced pollution prevention and control technologies, including array muffler, damper spring floating ballast bed vibration isolation system, noise map drawing technology, centralized cooling tower ventilation and noise reduction technology, full lighting and sound insulation ventilation energy-saving windows and reactor sound insulation technology, were adopted. It is listed as a popularization technology; six technologies, i.e. pre-positioned short-plate floating ballast bed, rubber-based high damping sound insulation technology, water pump composite vibration isolation technology, sound insulation door using micro-sound lock structure technology, wedge staggered impedance composite muffler and shale ceramsite sound absorption board noise reduction technology, are listed as demonstration technologies.
In terms of science and technology awards, Beijing Institute of Labor Protection Sciences led the completion of the project "Vibration Control Complete Technology and Application of the Overhead Building of Metro Depot" won the first prize of Beijing Science and Technology Progress in 2017.
II. Prospects for Development in 2019
The amendment of the Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution and the promulgation and implementation of new national, industrial, local and group standards in noise and vibration will bring new opportunities for the development of noise and vibration control industry.
In 2019, the technology and market hotspots of noise and vibration control industry in China still concentrate on noise and vibration control in railway, urban rail transit, highway, airport and other transportation fields; noise and vibration control in power plants, power transmission and transformation enterprises, distributed energy enterprises, petrochemical industry, metallurgy and building materials and other industrial construction projects in the power industry; construction on the roof of Metro depots and subway Vibration control of buildings along the line, noise and vibration control of power equipment in buildings, research and development of new acoustic materials and active noise reduction, etc.
It is expected that in 2019, the number of enterprises engaged in noise and vibration control related industries and engineering technology services will remain around 700, with a total number of 26,000 employees, and the total output value of the industry will be equal to that of 2018.
